This is a graduate level course on public administration in theory and practice. The course will be taught in Chinese. It aims to introduce public administration as one of the disciplines within political science and study the foundations of public administration. The course is also tailored for students without prior knowledge of public administration. Salient issues covered in this course are concerned, first and foremost, with the "paradigmatic shift" in the discipline of public administration due to the changes in governments around the world, particularly in Western developed and democratic countries, beginning in the 1980s as a result of globalization, trends in international economy and the intense pressures to secure small, but able and accountable government. Topics include the foundations of traditional public administration, challenges to these foundations,  reinventing government, public sector and private sector, what is public management, the changing role of government, leadership, public policy, accountability, governance, human resource management, e-government etc. 

Students are required to (1) participate actively in tutorial and presentation discussion (2) work in groups and complete a presentation (3) write a term paper and (4) pass the final examination.
