Main stream policy theories are derived from the experiences and institutional settings from democratic regimes. As a result, it will be difficult to understanding public policy in China (which is defined as an authoritarian regime) without democratic regimes as a baseline. This course therefore have two parts. In the first part, basic concepts and theories in the studies of public policy will be introduced. In the second part, we apply the concepts and theories appeared in the first part in the case of China, and further discuss some unique features such as fragmented authoritarianism, 5-years national planning, campaign-style policy implementation which are closely related to China’s political system. Students are expected to understand what is public policy and able to use the related concepts and theories in the case of China after finished the course.
