This is a course on human resource management in the public sector for graduate students in the Master of Public Administration Chinese (MPC) programme. The course opens with an introduction to the background on the reforms on public service and the changes in the role of government, hence human resource management in the public sector. At the graduate level, this course teaches students the art and science of human resource management by matching theoretical innovations with empirical reality (i.e. what happened out there in the real world). This course is particularly useful for students in their job search and employment opportunities later as they will be taught on not just the technical aspects of how organizations manage people (i.e. the procedural aspects of personnel management), but on what organizations today look for in their prospective employees vis-à-vis the qualities prospective employees need to be equipped with in order to be able to meet and serve the goals and missions of organizations, while at the same time accomplish the noble tasks and mission of public service.
