This is a postgraduate course in public sector human resource management. Students should have taken GPAD7100 Public Administration: Theory & Practice as a foundation course before taking this course. The course continues with exploring public sector reforms and the impacts of reform on public organizations and their personnel/human resource policies. While the case of the American public sector human resource management is used as a reference point and the authoritative textbooks by experts in this field are being adopted, it does not restrict discussion into other civil service systems and their human resource management, when necessary.
